Yes Capture One can import the files in folders using the yyyy-mm-dd as folder name based on shooting date. And it can skip already imported files. And it is fast.
And it can do so much more. Almost too much. And it was no that intuitive for me. Although others say they find it very intuitive.
At first i did not like the way it looks and it concepts. But after some days i'am slowly getting into it now. So i take my time to investigate.
